This was the first survey conducted by World Bank in which Gujarat won the top position by scoring 71.14 percent. The assessment of states was done over a six months period starting January 2015 to June 2015. The agenda consisted of 98 points which formed the basis of assessment. Eight key areas were identified for the survey which were:

  • The setting up of a business
  • Allotment of land and obtaining construction permit
  • Complying with environment procedures
  • Complying with labor regulations
  • Obtaining infrastructure-related utilities
  • Registering and complying with tax procedures
  • Carrying out inspections and enforcing contracts

Gujarat has scored good scores on all parameters and is the top scorer for 'complying with environment procedures'.
