Cities will get more liveable

The wait for list of selected cities who will get financial aid to be smart city is now ends. Because, yesterday Urban Development M Venkaiah Naidu declared the result of Smart City Competition. 20 cities ,including relatively small ones such as Belagavi, were selected by a panel from the pool of 97 cities. These 20 nominated cities will receive fiscal help to develop an earmarked zone. The winner cities after passing a tough competition on the basis of predefined criteria as a part of the Smart Cities Mission. It's a very sensible approach, building on earlier attempts, to make our cities much livable.

Near about 63% of Indian GDP(Gross Domestic Product) is generated in urban areas. But they are a mess. In  Order to trying overcome this situation, Smart Cities Mission brings in vital dimensions. Firstly, a city's dwellers are encouraged to must take a part in enhancement plan as they bear the brunt of problems. To demonstrate,15 million people contributed in the current round of planning. Second, competition among the cities can catalyze slumberous urban humans to perform better. Successful ideas from this completion can then be used for urban revitalization across the India.   

The total investment presumed by the 20 winner cities over a five years period is Rs. 50,802 crore and a substantial part has to come through private participation in plans. This will build on earlier experience with municipal bonds, nudging urban local bodies towards more transparency with their accounts and decision making.    

Sound and fury about nothing

Central Government release funds of Rs.500 crore per year for each cities which are announced in first list of 20 smart cities. It has raised some hopes of progressive improvement in the quality of urban life. But still this program is not enough to make any dent on Indian's urban problems, spread across more than 8,000 cities which include 465 class one cities.

The current estimates show that urban India needs investments of Rs. 43.52 lakh crore over the next five years of which urban infrastructure like road, transport, water supply sewerage and solid waste management alone would need Rs. 34.42 lakh crore. In reality the gap between demand and availability of funds is expected is too high that is Rs.7.48 lakh crore each year.

The smart city project attempts to rectify this deficiency by making cities and the private sector generate the bulk of the resources. This is hopeful thinking given the weak institutional structures and poor urban government capacity of our cities. Unfortunately the smart city plan mainly ignores these substantial issues. What is even more conspicuous is the first list of the cities excluding Mumbai and Kolkata, which should receive top priority and also cities in as many 23 state who have failed to make the grade.
